The Malta Permanent Residence Programme (MPRP) grants a permanent residence certificate, valid for life, to investors who rent or buy a home in Malta and make a contribution to the government. Malta is an EU and Schengen member where English is an official language, so contracts, schools and healthcare all run in a language the family already speaks.

The programme is built around a mix of government contribution, property, administration fee and a small charity donation rather than a single large investment. It is also one of the few in Europe that lets four generations qualify together: children of any age, parents and grandparents can be added.

Why families choose it

  1. 01

    Residence for life

A permanent certificate with no minimum stay and no renewals, subject to keeping a qualifying home for five years.

  2. 02

    Four generations

Spouse, unmarried dependent children of any age, parents and grandparents can all be included.

  3. 03

    English is official

Legal, business, education and medical life run in English alongside Maltese.

  4. 04

    Schengen access

Visa-free movement across the Schengen area once the residence card is issued.

  5. 05

    Rent rather than buy

A lease from EUR 14,000 a year can qualify, so no large capital is tied up in property.

How it works

Who can be included

Spouse or partner, unmarried and financially dependent children of any age, and the dependent parents and grandparents of both spouses can be included; each adult dependant adds EUR 10,000 to the administration fee.

  1. A consultant confirms your eligibility, the assets test you will meet and whether renting or buying suits you.
  2. We compile the file with a licensed agent: source-of-funds evidence, bank statements, police certificates, health insurance and the family’s civil documents.
  3. The application is filed with the Residency Malta Agency and the first EUR 15,000 of the administration fee is paid.
  4. Due diligence takes around six to eight months; on approval in principle you pay the remaining fee and the government contribution.
  5. You rent or buy the qualifying home, make the EUR 2,000 donation and provide the health insurance policy.
  6. The permanent residence certificate is issued and the family collects residence cards in Malta after biometrics.

Questions people ask

Talk to a consultant: Assess my case

Can I get Maltese citizenship through investment?

No. Malta’s citizenship-by-investment scheme was ended after the 2025 ruling of the EU Court of Justice. We advise on the residence programme only; ordinary naturalisation after long residence remains a separate, discretionary process.

Do I have to live in Malta?

No. There is no minimum stay. You must keep a qualifying home for five years and hold the required assets, but you can live elsewhere.

Is renting or buying better?

Renting keeps the upfront cost lower: the contribution is EUR 60,000 against EUR 37,000 for buyers, but no capital is tied up in a EUR 375,000 home. Buyers own an asset they can sell after five years. We run both sets of numbers with you.

Can I work in Malta?

Not automatically. The certificate is a residence right; holders who want to work apply for a work permit separately, and can set up or invest in a Maltese company.
